1. Legal Agreement

These Terms and Conditions ("Terms") constitute a binding agreement between the user ("Student", "Voter", or "User") and the Electoral Commission (ELECOM) of the University of Science and Technology of Southern Philippines - Oroquieta Campus.

By accessing and using the ECVS mobile application or web system, you confirm that you have read, understood, and agreed to comply with these Terms and all applicable laws and university policies.

If you do not agree, you must discontinue use of the application.

2. Purpose of the Platform

The Electoral Commission Voting System (ECVS) is designed to:

Facilitate secure student elections
Provide access to candidate information
Enable authorized users to cast votes
Ensure accurate and automated vote counting
Display official election results

The system is intended strictly for official campus election purposes.

3. Eligibility

To use the system, you must:

Be an officially enrolled student of USTP Oroquieta Campus
Possess a valid Student ID and registered account
Be authorized by ELECOM to participate in the election

Each user is allowed one (1) vote per election.

4. User Responsibilities

Users agree to:

Provide accurate and valid information
Keep login credentials confidential
Use the system only for legitimate voting purposes
Follow election rules and guidelines set by ELECOM

Users must not:

Attempt multiple voting
Share or transfer account access
Manipulate or interfere with the system
Engage in fraudulent or malicious activities

Violation may result in account suspension and disciplinary action.

5. Voting Rules and System Use

Votes cast are final and cannot be changed
Voting access is limited to authorized users only
The system may restrict access based on network or security policies
Election schedules are strictly enforced by ELECOM

6. Data Privacy and Security

User data is collected and processed in accordance with the Data Privacy Act of 2012.

The system implements:

Secure authentication mechanisms
Encrypted data transmission
Blockchain-based vote recording for integrity

Users agree that their data will be used solely for election-related purposes.

7. Intellectual Property

All components of the system, including software design, source code, database structures, and interface design, are the property of the developers and the institution.

Unauthorized reproduction, modification, or distribution is strictly prohibited.

8. Limitation of Liability

The system is provided "as is" and "as available."

ELECOM and the developers shall not be liable for:

System interruptions due to technical issues
Delays caused by network or device limitations
User errors during voting
Unauthorized access beyond reasonable security controls

9. Data Breach and Incident Response

In the event of a security incident:

Affected users will be notified promptly
Necessary actions will be taken to secure the system
Relevant authorities will be informed when required

10. Governing Law

These Terms shall be governed by the laws of the Republic of the Philippines.

Any disputes shall be subject to the jurisdiction of appropriate courts within the Philippines.

11. Amendments

ELECOM reserves the right to update these Terms at any time.

Continued use of the application constitutes acceptance of any changes.
